Ms. Grace Chan has dedicated over 30 years of her career to social welfare and currently serves as the Chief Executive of the Hong Kong Council of Social Service(HKCSS). She graduated in Australia in 1993, majoring in Disability Studies within the Faculty of Health and Behavioural Sciences. In 1996, she obtained her Master’s degree in Social Work from the University of Hong Kong.

Ms. Chan has extensive public service experience. In 2013, she was invited to join the World Health Organization’s Strategic Advisory Group for the “Global Network for Age-friendly Cities and Communities.” She has previously served on the Consumer Council and the Clinical Research Ethics Committee of the Hospital Authority’s Kowloon West Cluster. Currently, she is a member of the Elderly Commission and the Community Care Fund Task Force. She also serves as the Vice-Chairperson of the Innovation and Technology Fund General Support Scheme Assessment Committee and the Deputy Chairperson of the Social Workers Registration Board. Additionally, she has been a board member of the International Federation on Ageing since 2006 and served as International Vice-President in 2020.

In recognition of her outstanding achievements in the elderly care sector in the Asia-Pacific region, Ms. Chan received the “Global Influencer Award in the Ageing Industry” from Ageing Asia in 2019. In 2022, she was honored with the Successful Women Award by Jessica Magazine, which acknowledged her contributions to society and her leadership and dedication in the field of ageing, making her a driving force for positive change with significant impact.
